It's just a formal letter asking some one to your country. You need to send it to that person so they can put it with their application form.

The invitation letter you intend to send to an Embassy is just part of the total factors that the Consuls consider to determine whether to grant or refuse an visa application. The invitation letter, per se, however should indicate who you are; your immigration status in the country where you are a citizen or a resident of; your current employment; proof of financial ability including having a place where your cousin could stay. In some cases, providing the Embassy with your tax return for the past fiscal year helps. The letter should also contain an assurance that, not only will you be the host of your cousin but will also ensure that your cousin complies with the conditions attached to his or her visa. Your cousin of course must establish that he or she has PERMANENT ties in the country of origin or nationality since Consuls give more weight to this latter evidence (as proof that your cousin is returning to the country of nationality or origin) after completing his temporary visit.
