I can't finish an application for a job whenever I read "references requested prior to hiring". I have only 2, but one is reliable, the other not so much since it's been a year a half since I worked at this shelter, new management and new people working there so no one remembers me it's only in the files.
I want to work and make money, but I'm 19 and I've only done a few volunteer jobs to pass the time and get experience. I just can't get myself to finish an application because I'm worried they won't consider someone with only 1 reliable reference. Plus I freak out over personal statement parts, I have no idea what to put there.
I could have plenty of references, but ONE will only give me one if I apply somewhere relating to brides etc. because I helped her with a bridal gown event, and the other refuses to give me a references because it's against their policy to give references for their volunteers even though I busted my *** working for her for 6 months, and I did NOTHING to make them angry at me. Really ticked me off, but should I put them as a reference anyway, the main phone number of the place, no employees personal phone, since I really did work hard there and they refuse to help me out even a little bit.
I really need some help with this, I'm stuck.

You are overthinking this. A lot of employers ask for references but never check them. Others will call and if they are told that they are against company policy, will accept that without blaming you. It's important during your career that you work hard to develop people (not necessarily your direct supervisor, but someone at that level who can comment on your work) who are willing to provide good references, but you're OK where you are. The last thing you want to do is not apply for jobs because you are concerned about this. Good luck!
